  3. I work at one of the Laguna Beach organizations listed in this article. I haven’t yet heard of or seen “Laguna’s reputation for lax enforcement.” On the contrary I hear of and see more harassment by police and ignorant comments by residents of the community than anything else.And remember the ACLU lawsuit against Laguna Beach (ACLU sues Laguna Beach for homeless treatement)?

    A “homeless sleeping area” is more likely a precursor to something sinister in a city whose real estate values and tourism rankings are more important than its people. Laguna is not out to solve the social problem of homelessness in the community; it is out to solve the problem of the homeless in the area.
